Bersih 2.0 had a good pdf file on code of conduct for caretaker governments after the dissolution of parliament and before the election itself. Pls note it below:

I believe that neither BN or Pakatan should utilize any part of the government administration (such as government agencies, police, army, etc) as their campaign tools. The late Tunku Abdul Rahman did it. Why can't current leaders do the same?
It is shameful using government assets to your advantage.
